Oregon voters recently approved a measure to increase funding for veteran’s services, and the Veterans Administration opened a new facility locally; the VA Eugene Healthcare Center on Chad Drive. As a new group of veterans from wars in the Middle East and Afghanistan transition back to civilian life, they face a different set of challenges. What does this mean for Lane County veterans? Joseph Reiley, Lane County Veterans Services Program Supervisor, will give us an update. In addition to more traditional government programs, the Veterans Legacy Project has taken over the Lane County Forest Work Camp with the aim of developing a therapeutic environment for veterans in the Coast Range. The Project will provide alternative therady for vets with post-traumatic stress disorder and other adjustment disorders, and will provide supportive care of substance abuse. A Look at STAR (Score, Then Automatic Runoff) Voting Score the candidates, Then an Automatic Runoff, that’s the essence of a Lane County initiative petition that would change the way we elect officials for County offices. The petitioners call it STAR voting; they are working to put the measure on the General Election ballot this year. The approach laid out in the petition would have voters cast their ballots just once, in the General Election, but give more input than just who they like best. Voters would rate the candidates according to how much they approve of them, for example with a score between 1 and 5. Elections officials would tally up all the scores and a winner would be declared at that time. STAR voting is a form of Instant Runoff Voting, but differs from Ranked Choice Voting. Chief Petitioners for the Lane County initiative are Mark Frohnmayer, a Eugene entrepreneur who heads up the Arcimoto electric vehicle company, and Alan Zundel, a retired political science professor who was a candidate for Secretary of State in 2016. To place the measure on the November 2018 ballot, they have until late June to collect 11,506 signatures. Robin Quirke will respond to the STAR proposal. Quirke is an Associate Researcher at PolicyInteractive, a Eugene-based nonpartisan, interdisciplinary team of researchers working to understand general public opinions. . Expanding Veterans Services In Lane County Speakers: Joseph Reiley, Lane County Veterans Services Program Supervisor, Dr. John LeBow, Board Member, Veterans Legacy Project. In Lane County there are approximately 30,000 military veterans. Public support for veterans is high. Dr. John Lebow, a member of the Veterans Legacy Project Board of Directors, will tell us about their efforts. Discussion at the City Club of Eugene on November 10, 2017. Free Speech vs. Hate Speech Speakers Eric Ward, Western States Center’s Executive Director, and Dr. Doyle Srader, Professor of Speech and Communication at Northwest Christian University, discuss how freedom of speech is an integral part of the United State’s national identity. It allows us to freely engage in civil discourse, openly critique powerful institutions, and promote new ideas to improve our society. However, freedom of speech is also used to justify hate speech. This has led to a series of questions that are increasingly being asked nationwide. Should free speech be limited? Should hate speech be censored? How should we as a society respond to speech we perceive as harmful? The answers to these questions may seem intuitive, yet they are at the heart of many heated debates. The City Club aims to explore these questions and more on this very important topic. . At the July 20, 2018 City Club of Eugene. Produced by Leo Rivers. (60 min) http://www.cityclubofeugene.org/
